第1回アフリカ開発のための科学技術促進国際会議開催のご案内

薫風の候、皆様にはますますご健勝のこととお慶び申し上げます。

さて、このたび、アフリカ開発問題にかかわっている研究者・技術者・投資家などの取り組みの現状について討論するとと

もに具体的な技術移転例を紹介することを目的に、上記の国際会議を開催することになりました。

THE DAPAD FOUNDATIONは、科学技術のアフリカへの移転とアフリカの投資家による経営により、無理のない形での経済交

流が行われることを望んでいます。アフリカ人によるアフリカの発展の促進を願う我々の団体はアフリカを経済的植民地か

ら脱却させることを目指しております。

アフリカに関心をもつ東京工業大学を中心とする研究者と協力者によって1999年に設立されたDAPADは、こうした動向に対

応するため、４年間の歳月をかけて、アフリカ諸国の現状を調査するとともに、先進諸国や国際機関によるアフリカ開発行

動計画などに検討を加え、アフリカ開発のための「統合型社会開発プログラム（INSOWEL)」を作成しました。

　この「INSOWELプログラム」の骨格は、直接的な資金援助ではなく、「共に学び、共に創り、共に成長」しながら「自主

自立」「持続可能な開発」につながる「意識改革」です。

こうした考えに立って「万人の飲料水・環境」「医療・社会保険」「農林水産鉱業・食料管理環境保全」「交通インフラ」

「女性参加」「情報共有」の６分野をツールとした「教育・啓蒙」プログラムを展開しています。

今までの活動経験を踏まえ、2007年8月に『第一回アフリカ開発のための科学技術促進国際会議』を開催する予定です。多

くの皆様のご賛同とご参加により、実り多い有意義な国際会議を開催できることを願っております。

開催主旨：アフリカの永続的な発展を促進するTICAD会議や国連のキャパシテイブリヂング運動

「エージェントベース社会システム科学の創出」とその応用に関わっている学術交流の具体的

な研究開発プロジェクト促進活動を紹介するのが今回の国際会議の主旨である。また、産学連携・投資家交流そして科学技

術による戦略的提携や外交について討論する。

Introduction：Through the upcoming conference we wish to introduce the Dynamic Academic Cooperation project initiated particularly with the Tokyo Institute of Technology 21^st Century Program[Agent-Based Social Systems Sciences] as a follow-up to the TICAD process and the UN System Capacity building activities which promote sustainable development in Africa. Industry-University and investors(FDI,àLDI) strategic alliances and collaboration will be discussed and their impact to development evaluated.

Application form for the conference

The international Conference on the Promotion of Science and Technology for African Development [INTERPROSTAD], is an international action plan aimed at promoting the transfer and implementation of environmentally sound technologies necessary to build a foundation for development in Africa and to strengthen strategic alliances with the rest of the world. The INTERPROSTAD is supported by the Dynamic Academic Cooperation (DAC) with/among African universities, Industries and Academia Collaboration, and FDIs (Foreign Direct Investors)/LDIs (Local Direct Investors) linkages. Since 2004, DAPAD has been promoting the implementation of an integrated Social well-being development program in Africa (The INSOWEL Program). The INTERPROSTAD will develop into a forum for the INSOWEL Program implementation activity report, suggestions, and information exchange.

PERMANENT International CommitTeES

The INTERPROSTAD permanent international committees will be distributed among all participating DAPAD partners and managed as collaborative communities through ESTIS. ESTIS is a multi-language, Information System (IS) management tool to assist the transfer of Environmentally Sound Technologies (EST). ESTIS facilitates creation and management of websites on the Internet, sharing and searching of information across multiple IS websites, publishing of information by non-web designers and decentralized management of content. The ESTIS concept has been driven by an international group of people dedicated to EST transfer for sustainability. To become an Active Permanent International Committee (APIC), INTERPROSTAD participating institutions shall follow the following steps:

1-Access ESTIS Builder ;

2-Build their own customized Web site to manage and publish their information;

3-Send their site name by email to INTERPROSTAD General Secretariat for the creation of their link on this site.

4-Prospective international committees wishing to use their existing web sites are requested to indicate their intention to do so to INTERPROSTAD General Secretariat. In principle, all links submitted will be pasted.

5-If for any reason a prospective international committee cannot create their own web site, they are requested to report to INTERPROSTAD General Secretariat for necessary assistance.

The INTERPROSTAD General Secretariat is developing its resources which will comprise among other things the proceedings of all conferences and related gathering reports at http://www.estis.net/sites/dapadnet; the link to this ESTIS site will be dapadnet on this site.

After all APICs have created their internet resources for information sharing, the EST technology will allow them to connect not only to the INTERPROSTAD community but also to share technical resources with other ESTIS sites.
